
The issue of using $300 billion of blocked Russian assets to build Ukraine's war-ravaged infrastructure was actively discussed during the meeting of the Russian and American delegations. Negotiations between Russia and the United States started on February 18, 2024 in the Kingdom of Saudi Arabia.

In 2022, the United States, together with its allies, decided to freeze Russian assets, including some government securities. As part of the peace agreement, the Russian Federation proposes to allocate part of the funds to support the territories it controls. According to World Bank estimates, Ukraine's economic recovery will require investments of $486 billion.
