
The recommendations were created by the Ministry in order to increase the effectiveness of detecting violations in the field of labor relations and reduce the level of "gray" employment.
The deputy Head of the Nizhny Novgorod region, Egor Polyakov, said that the task of the authorities is to ensure safe and legitimate working conditions, identify and suppress the facts of illegal employment.

The process began back in 2024. During this period, 70% of unscrupulous organizations raised their salaries to the minimum wage and above. According to the draft, an interdepartmental commission and working groups in municipalities will be created in Nizhny Novgorod. In the first half of this year, inspections will be conducted to prevent shadow employment. The Commission will primarily examine companies operating in areas with the highest risks of shadow employment. Their list includes trade, car repair, catering, construction and agriculture.
Regional authorities will encourage municipal administrations that actively oppose illegal employment and promote higher wages in their territories. The districts with the best results will receive up to 400 million rubles from the regional budget to resolve local issues, the Nizhny Novgorod regional government reported.
The Nizhny Novgorod Molecular Genetic Laboratory was the first in the country to receive accreditation in the field of agriculture.
